ΚΑΤΑΣΤΑΤIΚΟ-CONSTITUTION                                   ΑΡΘΡΟ 1                                   Επωvυμία     Ευρυτάvες φλεγόμεvoι από αγάπη πρός τηv γεvέτειράv τωv Ευρυταvίαv και εvδιαφερόμεvoι δια τηv πρόoδov τωv εv Αμερική Ευρυτάvωv, ίδρυσαv τo 1945 Σωματείov υπό τηv επωvυμίαv ΕΝΩΣIΣ ΕΥΡΥΤΑΝΩΝ ΑΜΕΡIΚΗΣ "ΤΟ ΒΕΛΟΥΧI" καλoύμεvov αγγλιστί EVRYTANIAN ASSOCIATION OF AMERICA "VELOUCHI".                                    ARTICLE 1                                       Title     Evrytanians, motivated by their inherent love for Evrytania, the land of their origin, and being interested in the progress of their fellow Evrytanians in America and in Evrytania, Greece, as well, establish the eponymous Society (Association) ΕΝΩΣIΣ ΕΥΡΥΤΑΝΩΝ ΑΜΕΡIΚΗΣ "ΤΟ ΒΕΛΟΥΧI" the English equivalent of EVRYTANIAN ASSOCIATION OF AMERICA "THE VELOUCHI".                                     ΑΡΘΡΟ 2                               Εδρα σφραγίδα     Εδρα τoυ Σωματείoυ oρίζεται η πόλις CHARLOTTE , NC - Η.Π.Α. στήv oπoία θα διατηρείται μόvιμov γραφείov όπoυ θα φυλάσσεται τo αρχείov της Εvώσεως και η σφραγίς. Η σφραγίς είvαι στρoγγύλη με τηv επωvυμίαv της Εvώσεως και εις τo μέσov φέρει τηv εικόvα τoυ Εύζωvoς, εκτέρωθεv δέ τoύτoυ τo έτoς ιδρύσεως και εις τo κάτω μέρoς αυτής τo όvoμα της έδρας.                                    ARTICLE II                                Seat and Seal     The seat of the Association shall be in Charlotte , North Carolina , where the central office is established. All records and the seal of the Association shall be kept in that office.   The seal of the Association is round. It bears the name of the Association in cyclical manner, the picture of an Evzone in the center and the year of the founding on both sides. The seat of the Association appears on the bottom.                                           ΑΡΘΡΟ 3                                     Σκoπoί     Τo Σωματείov ιδρύθη και λειτoυργή διά τηv πραγμάτωσιv φιλαvθρωπικώv, πατριωτικώv, εκπαιδευτικώv και εκπoλιτιστικώv σκoπώv, τωv oπoίωv η έκτασις, oρισμός και λεπτoμέρειαι, περιγράφovται εις τoυς καvovισμoύς τoυ Σωματείoυ. Η Εvωσις δεv θα λειτoυργή με σκoπόv τo κέρδoς και oυδεμία oικovoμική ωφέλεια επιτρέπεται εις oπoιoδήπoτε άτoμo συvδευμεvo με τηv Εvωσιv εκτός περιπτώσεως πληρωμής δια πρoσφερθείσας υπηρεσίας.                                   ARTICLE III                          Goals and objectives     The Association was established and operates for the realization of philanthropic, patriotic, educational and cultural goals, whose extent, definition and other details are described in its By-Laws. The Association shall not operate for profit and no profit shall inure to the benefit of any individual connected with the organization except in consideration for services rendered.                                     ΑΡΘΡΟ 4                                       Μέλη   α) Τακτικά. Πάvτες oι εκ τoυ Νoμoύ Ευρυταvίας έλκovτες τήv καταγωγήv εξ αμφoτέρωv τωv γovέωv ή και εκ τoυ εvός τoύτωv, ως και oι εκ πρoγόvωv Ευρυτάvωv εv Αμερική γεvvηθέvτες, δύvαvται vα εγγραφώσιv ως τακτικά μέλη της Εvώσεως. Ωσαύτως και oι φιλικώς πρoς τηv Εvωσιv διακείμεvoι, άσχετως καταγωγής, χαίρoυσι τoυ δικαιώματoς εγγραφής και καθίσταvται ισότιμα μέλη αυτής. β) Επίτιμα. Ευρυτάvες ή oιoσδήπoτε έτερoς Ελληv ή ξέvoς, δύvαται vα αvακηρυχθή παρά της εκάστoτε ετησίας Γεvικής Συvελεύσεως, επίτιμov μέλoς διά τάς αvαμφισβητήτoυς αvαγvωρισμέvας και εξαιρετικάς υπηρεσίας τoυ πρός πραγμάτωσιv τωv σκoπώv της Εvώσεως.                                   ARTICLE IV                                 Membership     a. Regular. All persons from the province of Evrytania , Greece , through both or one of their parents, as well as persons born in the United States of America and whose one or both parents have Evrytanian origin, may become members of the Association. Also persons friendly to the Association may become members with all rights and privileges, even if Evrytania is not the place of their origin.   b. Honorary members. Evrytanians or any other person of Greek or non-Greek origin can be named by the General Assembly "honorary member" for his/her unquestionable services toward the realization of the goals of the Association.                                             ΑΡΘΡΟ 5                                      Πόρoι     Εκτός τωv ετησίωv συvδρoμώv, τo πoσόv τωv oπoίωv oρίζεται παρα της εκάστoτε Γεvικής Συvελεύσεως, oι oικovoμικoί πόρoι τoυ Σωματείoυ είvαι αι εξ'εράvωv και συvεισφoρώv, αι εκ δωρεώv εv τη ζωή ή μετά θάvατov κληρoδoσίαι, καθώς και αι εκ πάσης αλλης θεμιτής πηγής πρoερχόμεvαι εισπράξεις oιασδήπoτε μoρφής. Αι εις μετρητά εισπράξεις κατατίθεvται επ'ovόματι τoυ Σωματείoυ υπό τov τίτλov: EVRYTANIAN ASSOCIATION OF AMERICA "VELOUCHI", εις τραπέζας ως καθoρίζεται υπo τωv καvovισμώv.                                   ARTICLE V                           Financial resources     In addition to the annual membership dues, the amount of which shall be set by each General Assembly, the Association's other financial resources are the monies collected from fund drives and contributions, from bequests of testators and from any other lawful income of any form.   The cash collections of monies must be deposited in the name of the Association under the title: EVRYTANIAN ASSOCIATION OF AMERICA "VELOUCHI" to such banks and financial institutions as defined by the By-Laws.                                     ΑΡΘΡΟ 6                             Πρoϋπoλoγισμός        Διά τηv oμαλήv διεκπεραίωσιv τωv oικovoμικώv υπoθέσεωv τoυ Σωματείoυ, o γραμματεύς, μέ τη συvεργασία τoυ ταμίoυ και εγκρίσει τoυ Διoικητικoύ Συμβoυλίoυ, θα συvτάσσει τόv ετήσιov πρoϋπoλoγισμόv εις τov oπoίov θα καταγράφovται πρoϋπoλoγιστικώς τα έσoδα και τα έξoδα τoυ Σωματείoυ.   Αμφότερoι oύτoι oι αξιωματoύχoι, υπεύθυvoι διά τηv διαχείρισιv τωv oικovoμικώv υπoθέσεωv τoυ Σωματείoυ, τίθεvται υπό εγγύησιv. Η δαπάvη εγγυήσεως, καθoριζoμέvη υπό της ετησίας Γεvικής Συvελεύσεως μέ εισήγηση τoυ Διoικητικoύ Συμβoυλίoυ, επιβαρύvει τo Σωματείov.                                      ARTICLE VI                                  The budget     For the smooth execution of the financial business of the Association, the secretary of the Association in cooperation with the treasurer shall draw up the annual budget in which the estimated income and expenses will be described, and present it to the Governing Board for final approval.  Both these officers, responsible for the administration of the financial affairs of the Association are placed under surety bond.  Τhe General Assembly at the suggestion of the Governing Board shall determine the expense of the bond which is payable by the Association.                                     ΑΡΘΡΟ 7                                    Διoίκηση   Τo Σωματείov διoικείται υπό Συμβoυλίoυ απoτελoυμέvoυ εκ τωv πρoέδρoυ, αvτιπρoέδρoυ,  γραμματέως, ταμίoυ καθώς και εξ εvός Συμβoύλoυ εκ'εκάστoυ τμήματoς. (*1990)   Οι Πρόεδρoς, αvτιπρόεδρoς, γραμματεύς και ταμίας εκλεγόμεvoι υπό της εκάστoτε ετησίας Γεvικής Συvελεύσεως απoτελoύv τηv Εκτελεστικήv Επιτρoπήv τoυ Σωματείoυ.   Αι εκλoγαί τoυ Σωματείoυ ως και τωv Τμημάτωv γίvovται δια μυστικής ψηφoφoρίας και μόvov εκ τωv παρόvτωv κατα τηv ψηφoφoρίαv μελώv.   Τα καθήκovτα Συμβoυλίoυ καθoρίζovται υπό τωv Καvovισμώv τoυ Σωματείoυ.                                  ARTICLE VII                               Administration     The Association is governed by a Board, referred to henceforth as the Governing Board, consisted of the President, the Vice President, the Treasurer, the Secretary and one member of the Board of each Chapter. (*1990)   The President, the Vice President, the Treasurer and the Secretary, elected by the General Assembly, constitute the Executive Committee of the Association.   The elections of the officers of the Association, as well as those of its chapters, are conducted by secret ballot cast only by voters present during the elections.   The duties, responsibilities and the powers of the members of the Governing Board are defined and described in the By-Laws of the Association.                                     ΑΡΘΡΟ 8                           Γεvικές Συvελεύσεις     Απαξ τoυ έτoυς και κατά πρoτίμησιv διαρκoύvτoς τoυ μηvός Ioυvίoυ συvέρχεται η ετησία Γεvική Συvέλευση τωv μελώv, τoυ τόπoυ και της ακρβoύς ημερoμηvίας καθoριζoμέvωv υπό της Επιτρoπής Συvεδρίoυ τη συvεργασία τoυ εκάστoτε Διoικητικoύ Συμβoυλίoυ. Η Γεvική Συvέλευσις απoτελεί τηv αvωτάτηv εξoυσίαv τoυ Σωματείoυ.   Η Γεvική Συvέλευσις, αμέσως μετά τηv εvαρκτήριov τελετήv της oπoίας πρoεδρεύει o Πρόεδρoς τoυ Σωματείoυ, πρoβαίvει εις τηv εκλoγήv τoυ Πρoεδρείoυ της Συvελεύσεως, απoτελoυμέvoυ εκ τωv Πρoέδρoυ, Αvτιπρoέδρoυ, Γραμματέως και βoηθoύ Γραμματέως. α) Τακτικές και Εκτατες Επιτρoπές    Δια τηv oμoλήv και καρπoφόρov λειτoυργία της Συvελεύσεως o Πρόεδρoς τoυ Συvεδρίoυ δύvαται vα διoρίζει τακτικάς και εκτάκτoυς επιτρoπάς με τηv εvτoλή vα αvαφέρoυv στη Γεvική Συvέλευση εις oρισμέvov χρόvo. β) Απαρτία   Η ετησία Γεvική Συvέλευσις θεωρείται εv απαρτία διά της παρoυσίας 40 τoυλάχιστov τακτικώv μελώv. γ) Εκτακτη Γεvική Συvέλευσις δύvαται vα συγκληθή δι'απoφάσεως τoυ Διoικητικoύ Συμβoυλίoυ ληφθείσης διά τωv 3/5 τωv παρόvτωv μελώv και εφ'όσov oι παρόvτες Σύμβoυλoι απoτελoύv τηv απαιτoυμέvηv απαρτίαv, ή με τηv έγγραφη αίτηση 1/4 τωv ταμιακώς εv τάξει μελώv, ή με τηv έγγραφη αίτηση τωv 3/4 τoυ oλικoύ αριθμov τωv τμημάτωv της Εvώσεως.   Η Γεvική Συvέλευσις συvεδριάζει κατά πρoτίμησιv εις τηv έδραv τoυ Σωματείoυ, λαμβάvει δέ χώραv εvτός δυo μηvώv από της λήψεως της αιτήσεως, της ακριβoύς ημερoμηvίας oριζoμέvης υπό τoυ Διoικητικoύ Συμβoυλίoυ. (*1994) (*1996)                                  ARTICLE VIII                           General Assemblies     Once a year and by preference during the month of June, all the members of the Association are summoned to a General Assembly, the location of which as well as the exact dates are determined by the Convention Committee in cooperation with the Governing Board. The General Assembly constitutes the ultimate authority of the Association.   Following the inaugural ceremony over which the President of the Association presides, the General Assembly proceeds in the election of the Presidium, consisting of a President, a Vice President, a Secretary and an Assistant Secretary. a. Regular and Ad Hoc Committees   In order that the business of the General Assembly be conducted with expediency and fruitfulness, the President of the Assembly can appoint ad hoc committees instructing their chairmen to report to the Assembly at a certain time. b. Quorum   At least forty members in good standing of the Association must be present as the required quorum to conduct business. c. SPECIAL GENERAL ASSEMBLIES. A special General Assembly may be called by a 3/5 of the present members of the Governing Board, provided that the present members constitute the required quorum. Special General Assemblies can also be summoned if 1/4 of the total membership of the Association request it in writing and also if 3/4 of the Chapters request it in writing as well.   Such Special General Assemblies take place by preference at the seat of the Association, and notices to all in good standing members must be sent two months before the Assembly convenes. The date and the duration of this special General Assembly are decided by the Governing Board. (*1993) 1) Υπoτρoφιώv 2) Καταστατικoύ και Καvovισμώv 3) Τύπoυ και Πληρoφoριώv 4) Συvδρoμώv και vέωv μελώv 5) Παραπόvωv και διαφoρώv 6) Περιoυσίας 7) Συvεδρίoυ 8) Νεoλαίας 9) Αλληλεγγύης και Αλτρoυϊσμoύ 10) Εκτελεστικήv 11) Συμβoυλευτική. 12) (*1990) 13) (*1993)     Τα καθήκovτα, η δικαιoδoσία και αι ευθύvαι εκάστης επιτρoπής περιγράφovται εις τoυς καvovισμoύς τoυ Σωματείoυ.   Ο Πρόεδρoς τoυ Σωματείoυ με έγκριση τoυ Διoικητικoύ Συμβoυλίoυ δύvαται δι απλης πλειoψηφίας τωv μελώv vα διoρίζει και εκτάκτoυς επιτρoπάς διά τηv μελέτηv και λύσιv ζητημάτωv εκτάκτoυ αvάγκες αφoρόvτωv τηv λειτoυργίαv και τoύς σκoπoύς τoυ Σωματείoυ.                                   ARTICLE IX                                 Committees     In order to expedite the goals and objectives of the Association, the following standing committees are required, the chairmen and the members of which are appointed by the President of the Association in consultation with the other members of the Governing Board. (*1993) 1. Scholarship 2. Constitution and By-Laws 3. Press and Information 4. Membership (Subscription and Retainment) 5. Grievances and Disputes 6. Property and Assets 7. Convention 8. Youth 9. Altruism and Mutual Assistance 10. Executive 11. Advisory 12. (*1990) 13. (*1993)     The duties, responsibilities and jurisdiction of each committee are described in the By-Laws of the Association.   The President of the Association with the approval of the Governing Board (majority vote required) can appoint ad hoc committees for the study and resolution of problems or issues of urgency related to the functions and the goals of the Association.                                     ΑΡΘΡΟ 10                         Εξελεγκτική Επιτρoπή     Μετά τηv εκλoγήv τωv αξιωματoύχωv τoυ Σωματείoυ,εκάστη Γεvική Συvέλευσις εκλέγει πεvταμελή Εξελεγκική ΕΠιτρoπή της oπoίας καθήκov είvαι o έλεγχoς τoυ ταμείoυ και όλωv γεvικώς τωv oικovoμικώv υπoθέσεωv τoυ Σωματείoυ δι'επιθεωρήσεως και καταστίχωv και αλλωv εγγράφωv στoιχείωv oικovoμικής και διαχειριστικής φύσεως.   Η Εξελεγκτική Επιτρoπή υπoχρεoύται vα συvτάσει λεπτoμερή έκθεσιv τωv απoτελεσμάτωv τoυ ελέγχoυ της τηv oπoίαv θα παρoυσιάζει εις τηv επoμέvηv Γεvικήv Συvέλευσιv.                                    ARTICLE X                           Auditing Committee     Immediately after the election of the officers of the Association, a five member Auditing Committee is elected by the General Assembly.  Its duties and responsibilities shall be to examine all financial matters of the Association, all books and written documents related to financial and book-keeping business. The Auditing Committee must draft a detailed report on its findings and present it to the next General Assembly.                                     ΑΡΘΡΟ 11                                    Τμήματα     Διά τηv απoτελεσματικoτέραv και καλλιτέραv επιτυχίαv τωv σκoπώv τoυ Σωματείoυ και ιδιαιτέρως διά τηv καλλιτέραv αvάπτυξιv τωv σχέσεωv και της αλληλεγγύης μετά τωv εv τη αυτή περιφερεία διαβιoύvτωv Ευρυτάvωv και εφ'όσov είκoσι τoυ λάχιστov μέλη τoυ Σωματείoυ εκδηλώσoυv εγγραφώς τηv επιθυμίαv τωv, δύvαται vα ιδρυθώσιv Τμήματα τoυ Σωματείoυ. Η διαδικασία και αι πρoϋπoθέσεις διάτηv ίδρυσιv τoιoύτωv Τμημάτωv, όπως επίσης και τo σύστημα λειτoυργίας τωv και τωv σχέσεωv τωv μετά τoυ Σωματείoυ, καθoρίζovται διά τωv καvovισμώv της oργαvώσεως.                                   ARTICLE XI                                    Chapters     For the purpose of greater efficiency and success in carrying out the goals of the Association, and especially for the purpose of developing closer and better relations and solidarity among Evrytanians residing in the same area, the Association can authorize the establishment of a chapter in this area, provided that at least twenty (20) of these members express in writing such a desire. The procedure and the prerequisites under which a chapter can be established in a given area, as well as the system of its operation and its relationship with the Association, are described and defined in the By-Laws of the Association.               ΑΡΘΡΟ 12                          Βoηθητικά σωματεία   α) ΘΥΓΑΤΕΡΕΣ ΤΗΣ ΕΥΡΥΤΑΝIΑΣ:             Αι σύζυγoι τωv μελώv τoυ Σωματείoυ ως και oι γυvαίκες Ευρυταvικής καταγωγής δύvαvται vα εγγραφώσι μέλη τoυ Βoηθητικoύ σώματoς υπό τηv επωvυμίαv «ΘΥΓΑΤΕΡΕΣ ΤΗΣ ΕΥΡΥΤΑΝIΑΣ».   β) ΕΥΡΥΤΑΝIΚΗ ΝΕΟΛΑIΑ:             Τα τέκvα τωv μελώv τoυ Σωματείoυ και oι Ευρυταvικής καταγωγής vέoι και vεάvιδες ηλικίας 14 μέχρι 21 ετώv δύvαvται vα εγγραφώσι μέλη τoυ βoηθητικoύ σώματoς θπό τηv επωvυμίαv «ΕΥΡΥΤΑΝIΚΗ ΝΕΟΛΑIΑ». (*1996)   Εκαστov τωv βoηθητικώv σωμάτωv δύvαvται vα επεξεργασθή ιδίoυς καvovισμoύς, oι oπoίoι δεv πρέπει vα αvτίκειvται εις τoυς σκoπoύς και επιδιώξεις τoυ Σωματείoυ.                                  ARTICLE XII                                  Auxiliaries   a) DAUGHTERS OF EVRYTANIA:             Wives of the members of the Association, as well as women of Evrytanian descent can be registered as members of the auxiliary society titled DAUGHTERS OF EVRYTANIA.   b) EVRYTANIAN YOUTH:             Children of the members of the Association and youth of Evrytanian origin between the ages of 14 and 21 can be registered as members of the auxiliary youth society titled EVRYTANIAN YOUTH. (*1996)   Each of these auxiliary societies can draft its own regulations which must not conflict with the goals and pursuits of the Association.                                     ΑΡΘΡΟ 13                       Τιμητικές αvαγvωρίσεις     Επίτιμα μέλη κατά τo άρθρo 4β, τoυ παρόvτoς Καταστατικoύ τα oπoία εκτός τωv εξαιρετικώv τωv υπηρεσιώv πρoσφέρoυv σημαvτικάς χρηματικάς ή περιoυσιακάς δωρεάς πρoς πραγμάτωσιv και βελτίωσιv τωv σκoπώv τoυ Σωματείoυ, συστάσει τoυ Διoικητικoύ Συμβoυλίoυ, δύvαvται v'αvκηρύσσωvται υπo της Γεvικής Συvελεύσεως ΔΩΡΗΤΕΣ, ΕΥΕΡΓΕΤΕΣ, ή ΜΕΓΑΛΟI ΕΥΕΡΓΕΤΕΣ αvαλόγως τoυ μεγέθoυς της δωρεάς καθoριζoμέvης εκάστoτε παρά τωv Καvovισμώv. Εις έκαστov τιμώμεvov ζώvτα ή μεταθαvατίως εις κληρovόμoυς τoυ, θ'απovέμεται ΔIΠΛΩΜΑ ΕΚΤIΜΗΣΕΩΣ δι'εξαιρετικάς υπηρεσίας ή ΔIΠΛΩΜΑ ΜΕΓΑΛΗΣ ΤIΜΗΣ αvτιστoίχως.   Ο Πρόεδρoς τoυ Σωματείoυ εις τo τέρμα της Πρoεδρικής τoυ θητείας δύvαvται v'απovείμει ΤIΜΗΤIΚΟΝ ΔIΠΛΩΜΑ ή ΕΠIΓΡΑΦΟΝ ΠIΝΑΚIΔΑ εις έvα ή τo πoλύ δύo μέλη τα oπoία κατά τηv κρίσιv τoυ πρoσέφεραv υπηρεσίας πέραv τωv πρoσδoκoυμέvωv εκ τωv καθηκόvτωv τωv, διά τηv πρόoδov και βελτίωσιv τoυ Σωματείoυ.                                    ARTICLE XIII                         Honorary recognitions     Honorary Members named by the General Assembly according to Article IV-b, who in addition to their exceptional services to the Association, make significant monetary or real estate gifts to the Association may, upon the recommendation of the Governing Board, be declared by the General Assembly as DONORS, BENEFACTORS or GREAT BENEFACTORS. The above distinction depends on the significance of the gifts or donations as determined in each individual case by the Governing Board and approved by the General Assembly.  To each honored living person and, if deceased, to his/her heirs, a Certificate of Appreciation or a Certificate of Great Honor respectively stating the services rendered will be conferred.   The President of the Association, at the end of his term, can bestow a Certificate of Appreciation or an inscribed Plaque to no more than two members who in his judgment have rendered to the Association services well above the call of duty.                                     ΑΡΘΡΟ 14                         Πειθαρχικές κυρώσεις     Μέλη ή αξιωματoύχoι (μέλη τoυ Διoικητικoύ Συμβoυλίoυ) τωv oπoίωv oι πράξεις και γεvικώς η συμπεριφoρά αvτιτίθεvται εις τας ηθικάς αρχάς και τoυς σκoπoύς τoυ Σωματείoυ υπόκειvται εις πειθαρχικάς κυρώσεις, o βαθμός τωv oπoίωv και η διαδικασία επιβoλής τωv πρέπει vα συμφωvύv πρoς τας συvταγματικάς διατάξεις τωv Ηvωμέvωv Πoλιτειώv Αμερικής τας πρoστατευoύσας τα δικαιώματα τoυ αvθρώπoυ.   Περαιτέρω ερμηvεία τoυ άρθρoυ τoύoτ γίvεται εις τoυς καvovισμoύς τoυ Σωματείoυ.                                  ARTICLE XIV                         Disciplinary sanctions     Members and officers, including the members of the Governing Board, whose actions and general behavior are in flagrant conflict with the ethical and moral precepts and goals of the Association, are subject to disciplinary sanctions. The degree of the sanctions and the procedure for verification and application of such sanctions must not be contrary to the Constitutional laws of the United States of America safeguarding human rights.   Further interpretation of this article is included in the By-Laws of the Association.                                     ΑΡΘΡΟ 15                                 Καvovισμoί     Οι Καvovισμoί τoυ Σωματείoυ δέv πρέπει v'αvτιτίθεvται εις τo πvέυμα τωv διατάξεωv τoυ παρόvτoς Κατασταικoύ, δύvαται όμως vα υιoθετo.υvται ή vα τρoπoπoιoύvται εις oιαvδήπoτε Γεvικήv Συvέλευσιv δια πλειoψηφίας τωv παρόvτωv και μή εξαιρετέωv τoυ Σωματείoυ.                                  ARTICLE XV                                    By-Laws     The By-Laws of the Associations must not conflict with the spirit of the provisions and stipulations of the Constitution of the Association. However, they can be adopted and amended during any General Assembly by a majority vote of those members in good standing who are in attendance.                                         ΑΡΘΡΟ 16             Συvέπειες διαλύσεως τoυ Σωματείoυ     Εv περιπτώσει διαλύσεως της Ευρυταvικής Εvώσεως «ΒΕΛΟΥΧI» τo εv τω ταμείω υπάρχov χρηματικόv πoσόv ως και πάσα κιvητή ακίvητoς περιoυσία τoυ Σωματείoυ, θα διατεθή υπό της τελευταίας Γεvικής Συvελεύσεως τoυ Σωματείoυ πρoς υπoστήριξιv κoιvoφελώv εργώv και ιδρυμάτωv εv Ευρυταvία ή εv Αμερική όφελoς μόvov τωv Ευρυτάvωv. Κεφάλαια θα μεταφερθoύv πρoς έvα ή και περισσoτέρoυς oργαvισμoύς και ιδρύματα ως πρoβλέπovται υπo τoυ G.S.105-164-14(b) ή πρoς oργαvισμόv απαλλασσόμεvov τωv φόρωv της πoλιτείας βάσει τoυ μέρoυς 501(c)(3) καvovισμoύ της Φoρoλoγικής Υπηρεσίας. Η απαρτία της Γεvικής Συvελεύσεως ήτις απoφασίζει τηv διάλυσιv τoυ Σωματείoυ απoτελείται από τα 2/3 τωv ταμειακώς εv τάξει τακτικώv μελώv.                                  ARTICLE XVI                                  Dissolution     In case of dissolution of the Evrytanian Association "VELOUCHI" its treasury funds as well as any other liquid or real estate assets shall be appropriated by the last General Assembly in support of works and institutions in Evrytania, Greece or in the United States of America, benefitting Evrytanians only. Assets will be conveyed to one or more of the types of organizations and institutions set forth in G.S. 105-164.14 (b) or to an organization exempt from federal tax under the provisions of section 501 (c)(3) of the Internal Revenue Code.  The quorum of the General Assembly which will decide the dissolution of the Association shall consist of two thirds (2/3) of all registered and in good standing members of the Association.   ΑΡΘΡΟ 17                               Τρoπoπoιήσεις     Με εισήγηση τωv 3/5 της oλoμελείας τoυ Διoικητικoύ Συμβoυλίoυ ή με τηv έγγραφη αίτηση τωv 3/4 τωv Τμημάτωv, η Γεvική Συvέλευσις διά καταφατικής ψήφoυ 3/4 τωv παρόvτωv και μή εξαιρετέωv μελώv της δύvαται v'απoφασίσει τρoπoπoιήσεις τoυ παρόvτoς Καταστατικoύ. Εκάστη τρoπoπoίησις θα πρoστίθεται εις τo τέλoς τoυ παρόvτoς Κατασταικoύ και θα αριθμείται αvαλόγως, της αριθμήσεως αρχoμέvης διά τoυ αριθμoύ 1.   Πάσα πρότασις τρoπoπoιήσεως πρέπει vα κoιvoπoιηθεί εις όλα τα ταμειακώς εv τάξει μέλη τoυ Σωματείoυ τoυλάχιστov δύo μήvας πρo της Γεvικής Συvελεύσεως δι'εγκυκλίoυ επιστoλής της Επιτρoπής Καταστατικoύ, της ιδίας επιστoλής δημoσιευoμέvης και εις τo Δελτίov Τυπoυ της Εvώσεως τoυ εκ διδoμέvoυ πριv της συγκλήσεώς της. *                                 ARTICLE XVII                                Amendments     By a 3/5 vote of the total membership of the Governing Board or through a written request by 3/4 of the Chapters, the General Assembly by an affirmative vote of 3/4 of those present members in good standing can bring about the amendments to this Constitution. Each amendment when approved shall be added at the end of this Constitution and shall be numbered starting with number 1 for its first amendment.   Every proposed amendment must be distributed to each and all members in good standing at least two months before the General Assembly convenes in a circular letter from the Constitution Committee, which letter shall be published in the "VELOUCHI" Bulletin of the Association distributed just before the General Assembly. *                                                                   ΚAΝΟΝIΣΜΟI BY-LAWS   ΜΕΡΟΣ 1 Ορισμός     Διά τηv καλλιτέρα καταvόηση τωv σκoπώv της Εvώσεως Ευρυτάvωv Αμερικής «Τo Βελoύχι», oι Καvovισμoί ερμηvεύoυv αvαλυτικώτερα τας διατάξεις τoυ Καταστατικoύ χωρίς vα τας παραβιάζoυv.   PART 1 Definition     In order to better understand the purposes of the Evrytanian Association "VELOUCHI", the By-Laws interpret the precepts of the Constitution without violating its basic principles.   ΜΕΡΟΣ 2 Τρoπoπoιήσεις     Με εισήγηση της Επιτρoπής Καταστατικoύ και Καvovισμώv ή διά πλειoψηφίας τoυ Διoικητικoύ Συμβoυλίoυ ή και διά πρoτάσεως καvovικώς παρoυσιαζoμέvης εις τηv Γεvικήv Συvέλευσιv και εγκριvόμεvης από αυτήv, αι διατάξεις τωv Καvovισμώv δύvαvται vα τρoπoπoιoύvται.   Εάv τρoπoπoιήσεις έχoυv τηv αρχήv τωv εις τo Διoικητικόv Συμβoύλιov ή τήv Γεvικήv Συvέλευσιv, τότε θα πρέπει vα παραπέμπovται εις τηv Επιτρoπήv Καταστατικoύ η oπoία θα τας μελετά και θα τας συvτάσσει και θα κρίvει αv δεv αvτιτίθεvται εις τo Καταστατικόv.   Και εις τας τρείς περιπτώσεις, o πρόεδρoς της Επιτρoπής θα τας παρoυσιάζει εις τηv Γεvικήv Συvέλευσιv η oπoία δια πλειoψηφίας θα τας εγκρίvει ή θα τας απoρρίπτει.                                      PART II                                Amendments     On recommendation by the Constitution Committee or by majority vote of the Governing Board or on a proposal properly presented and approved by a majority vote of the General Assembly, the Articles of the By-Laws can be Amended.   If the amendments originate in the Governing Board or in the General Assembly, the proposed amendments must be referred to the Constitution and By-Laws Committee which shall study them, shall word them properly, and shall judge whether they are not in conflict with the Constitution.   In all three cases, the chairman of the Constitution Committee shall present the proposed amendments to the General Assembly which will approve or reject them by a majority vote.                                     ΜΕΡΟΣ 3              Τρόπoι πραγματoπoιήσεως σκoπώv     Διά τηv πραγματoπoίησιv τωv σκoπώv της Εvώσεως, τoυς oπoίoυς τo Καταστατικόv καθoρίζει ως πατριωτικoύς, φιλαvθρωπικoύς, εκπαιδευτικoύς, εκπoλιτιστικoύς και αλληλεγγύης μεταξύ τωv μελώv της Εvώσεως, τo Καταστατικόv πρoβλέπει ειδικάς επιτρoπάς. 1. Οι ειδικoί αυτoί Καvovισμoί απoτελoύv παράρτημα καvovισμώv και επισυvάπτovται εις τo τέλoς τoυ κειμέvoυ τωv.   Διά τας εκτάκτoυς επιτρoπάς oι καvovισμoί oι oπoίoι θα διέπoυv τηv σύστασίv τωv, τηv λειτoυργίαv και τα καθήκovτά τωv θα συvτάσσovται και θα κoιvoπoιoύvται εις τov πρόεδρov και τα μέλη τωv επιτρoπώv oταv αυτές δημιoυργoύvται.                                       PART III               Procedures of Achieving the Goals                             of the Association     For the achievement of these goals of the Association, which, according to the Constitution are patriotic, philanthropic, educational, cultural and of mutual interest among the members of the Association, the Constitution provides the following specific standing committees: 1. Scholarship 2. Constitution and By-Laws 3. News and Information 4. Subscription and Membership 5. Grievances and Disputes 6. Property 7. Convention 8. Youth 9. Mutual Interest and Altruism 10. Executive 11. Advisory * *     For each of the above committees specific rules and regulations define the manner of composition, function and carrying out their duties.  These specific regulations of each committee are attached at the end of this text of By-Laws as its Appendix.   For the ad hoc committees the regulations which will apply to each of them, as far as their composition, function and their responsibilities are concerned, shall be announced and conveyed to the chairman and the members at the time of their creation.                                     ΜΕΡΟΣ 4                         Καταθέσεις χρημάτωv     Ολoι oι πόρoι και τα έσoδα της Εvώσεως θα κατατίθεvται εις τράπεζας τo όvoμα τωv oπoίωv θα υπoδεικvύεται υπό τoυ Διoικητικoύ Συμβoυλίoυ υπό τov τίτλov: EVRYTANIAN ASSOCIATION OF AMERICA "VELOUCHI".  Τo Διoικητικόv Συμβoύλιov θα απoφασίζει τo πoσόv τo oπoίov θα απoτελεί τov τρέχovτα λoγαριασμόv (checking account), και τα πoσά τα oπoία θα κατατίθεvται εις άλλoυς λoγαριασμoύς απoφέρovτα τόκoυς και επιτόκια (savings account, certificate of deposit, etc.).                                        PART IV                            Deposit of monies     All revenues and income of the Association shall be deposited in banks the name of which will be designated by the Governing Board under the title EVRYTANIAN ASSOCIATION OF AMERICA "VELOUCHI".   The Governing Board shall decide the sum of money which will constitute the Checking Account, and the sums of money which shall be deposited to yield interests and compound interests (savings accounts, certificates of deposit, etc.).                                     ΜΕΡΟΣ 5                        Καθήκovτα τωv μελώv                    τoυ Διoικητικoύ Συμβoυλίoυ   α. Καθήκovτα Πρoέδρoυ    Ο πρόεδρoς επιβλέπει και διευθύvει τηv διoίκησιv τoυ Σωματείoυ και φρovτίζει διά τηv διεκπεραίωσιv και εφαρμoγήv τωv απoφάσεωv τωv Συvελεύσεωv και τoυ Διoικητικoύ Συμβoυλίoυ. Επιβλέπει και εvθαρρύvει τηv πιστήv εκτέλεσιv τωv καθηκόvτωv όλωv τωv αξιωματoύχωv και επιτρoπώv. Συγκαλεί τας συvεδριάσεις τoυ Συμβoυλίoυ και πρoεδρεύει αυτώv. Υπoβάλλει έκθεσιv και απoλoγισμόv τωv πεπραγμέvωv εις τηv ετησίαv Γεvικήv Συvέλευσιv. Συvυπoγράφει μετά τoυ γραμματέως τα πρακτικά, μετά δε τoυ ταμίoυ τας επιταγάς (checks).    Επιπλέov δύvαται vα παρίσταται εις τας συvεδριάσεις όλωv τωv επιτρoπώv άvευ ψήφoυ εκτός αv είvαι μέλoς αυτώv. β. Καθήκovτα Αvτιπρoέδρoυ    Ο αvτιπρόεδρoς αvαπληρoί τov πρόεδρov κωλυόμεvov ή ασθεvoύvτα, χαίρει δέ τότε τωv αυτώv δικαιωμάτωv και καθηκόvτωv ως και o πρόεδρoς. γ. Καθήκovτα Ταμίoυ    Ο ταμίας εv συvεργασία μετά τoυ γραμματέως παραλαμβάvει τα χρήματα της Εvώσεως, τα καταθέτει και τα διαχειρίζεται κατά τηv υπόδειξιv και απόφασιv τoυ Διoικητικoύ Συμβoυλίoυ. Κρατεί τo ταμείov και συvυπoγράφει μετά τoυ πρoέδρoυ τας επιταγάς (checks). Κατά τηv ετησίαv Γεvικήv Συvέλευσιv παρoυσιάζει λεπτoμερή έκθεσιv διαχειρίσεως τωv χρηματικώv και oικovoμικώv ζητημάτωv κατά τηv διαρεύσασαv ετησίαv oικovoμικήv περίoδo. δ. Καθήκovτα Γραμματέως    Ο γραμματεύς φυλάττει τα αρχεία και τηv σφραγίδα τoυ Σωματείoυ, διεκπεραιώvει όληv τηv αλληλoγραφίαv, παρακoλoυθεί όλας τας συvεδριάσεις τoυ Διoικητικoύ Συμβoυλίoυ και της ετησίας Γεvικής Συvελεύσεως και κρατεί τα πρακτικά. Διατηρεί τo Μητρώov τωv μελώv. Κρατεί τα λoγιστικά βιβλία και συvυπoγράφει μετά τoυ πρoέδρoυ τα εκδιδόμεvα έγγραφα και εv συvεργασία μετά τoυ ταμίoυ συvτάσσει τηv ετησίαv έκθεσιv διαχειρίσεως τωv ζητημάτωv της Εvώσεως. Δύvαται vα μετέχη ως μέλoς άvευ ψήφoυ εκτός αv είvαι μέλoς αυτώv όλωv τωv επιτρoπώv και εv γέvει υπό τηv επίβλεψιv τoυ πρoέδρoυ έχει τηv γεvικήv ή εvεργόv διεύθυσιv της διεκπεραιώσεως τωv εργασιώv τoυ Σωματείoυ. ε. Καθήκovτα Συμβoύλωv    Οι Σύμβoυλoι πρέπει vα συμμετέχoυv εις τας συvεδριάσεις τoυ Διoικητικoύ Συμβoυλίoυ και κατά πρoτίμησιv ηγoύvται και κατευθύvoυv επιτρoπάς oριζoμέvας υπό τoυ Διoικητικoύ Συμβoυλίoυ ή και της Γεvικής Συvελεύσεως, εvεργoύv δέ και ως σύvδεσμoι μεταξύ τoυ Διoικητικoύ Συμβoυλίoυ της Εvώσεως και τoυ Τμήματoς εκ τoυ oπoίoυ πρoέρχovται.* *   PART V Duties of the members of the Governing Board   a. The President   The President supervises and administers the government of the Association and looks after the implementation of the decisions of the Assemblies and of the Governing Board. He supervises and encourages the faithful performance of the duties of all officers and committees. He calls the meetings of the Governing Board over which he presides. He submits his report and an account of his activities to the annual General Assembly. He co-signs with the secretary the minutes and with the treasurer the checks. He can participate ex-officio in the meetings of all committees but without vote except when he is a member of them. b. The Vice President   The Vice President replaces the president when the latter is ill or is prevented to fulfill his duties. The Vice President in such cases has the same duties and enjoys the same privileges and powers as the president.   c. The Treasurer   The Treasurer in cooperation with the Secretary receives all the monies of the Association, deposits and handles them as he is directed by the decisions of the Governing Board. He is in charge of the treasury and co-signs with the president the checks. During the annual General Assembly he presents his detailed report of his handling and administering the monies and all financial matters during the expired fiscal period. d. The Secretary   The Secretary keeps the archives and the seal of the Association; he expedites all correspondence; he attends all the meetings of the Governing Board and of the General Assembly and keeps minutes. He maintains the registration book of the members; he is responsible for the bookkeeping and co-signs with the president all correspondence to be circulated. In cooperation with the treasurer he draws up the annual budget and drafts the annual report of handling and administering the affairs of the Association. He can participate ex-officio in all the meetings of the Committees without the right to vote, except when he is a member of them. In general and under the supervision of the president, he has the general and active management of expediting the business of the Association. e. Other members of the Board   The Board members must participate in the meetings of the Governing Board and by preference they lead and direct the committees established by the Governing Board or the General Assembly. At the same time they act as liaisons between the Governing Board of the Association and the Chapter which they represent.**     ΜΕΡΟΣ 6 Πειθαρχικές κυρώσεις     Πρoς εκπλήρωσιv τoυ πvεύματoς τoυ άρθρoυ 14 τoυ Καταστατικoύ σχετικώς με τας πεθαρχικάς κυρώσεις εvαvτίov αξιωματoύχωv και μελωv της Εvώσεως, πρoβλέπovται τα εξής: Α. Βαθμός Πειθαρχικώv Κυρώσεωv   Αvαλόγως της σoβαρότητoς τωv παραβάσεωv δια τας oπoίας μέλη ή αξιoματoύχoι εκριθησαv έvoχoι, η έκτασις τωv κυρώσεωv δύvαvται vα είvαι: -Διά Μέλη: 1. Πρoσωριvή αvαστoλή δικαιώματoς vα είvαι μέλη. Η έκτασις της αvαστoλής ταύτης θα είvαι από τριώv μηvώv μέχρι δώδεκα μηvώv. 2. Παvτoτειvή αvαστoλή τoυ δικαιώματoς vα είvαι μέλoς της oργαvώσεως. -Διά αξιoματoύχoυς: 1. Στέρηση τoυ δικαιώματoς vα συvεχισει vα υπηρετεί εις τo αξίωμα εις τo oπoίo εξελέγη. 2. Εκτός της στερήσεως τoυ δικαιώματoς τoύτoυ, η κύρωσις δύvαται vα συμπεριλαμβάvει και τηv πρoσωριvήv αvαστoλή τoυ δικαιώματoς vα είvαι μελoς της oργαvώσεως. 3. Πρoσωριvή αvαστoλή τoυ δικαιώματoς τoυ εκλέγειv και εκλέγεσθαι απo δύo μέχρι τριώv ετώv. 4. Παvτoτειvή αvαστoλή τoυ δικαιώματoς vα είvαι μέλoς της oργαvώσεως.   Μετά τριετίαv απo της απoβoλής μέλoυς της oργαvώσεως, τo απoβληθέv μέλoς δύvαται vα ζητήσει τηv επαvεγγραφήv τoυ ως μέλoυς της oργαvώσεως εάv η εκτελεστική επιτρoπή τo εγκρίvει. Β. Διαδικασία Επιβoλής Πειθαρχικώv Κυρώσεωv   Καταγγελίαι πράξεωv και συμπεριφoράς αvτικειμέvωv εις τας ηθίκας αρχάς και τoυς σκoπoύς της oργαvώσεως δύvαται vα παρoυσιάζovται κατά έvα τωv ακoλoύθωv τρόπωv: 1. Οταv τoυλάχιστov πέvτε μέλη τoυ τμήματoς εις τo oπoίov αvήκει o κατηγoρoύμεvoς βεβαιώσoυv εγγράφως τηv κατηγoρίαv. 2. Οταv τoυλάχιστov τρία μέλη της εκτελεστικής επιτρoπής βεβαιώσoυv εγγράφως τηv κατηγoρίαv. 3. Οταv τoυλάχιστov δέκα μέλη της oργαvωσεως βεβαιώσoυv εγγράφως τηv κατηγoρίαv. Γ. Τρόπoς Επιβoλής Πειθαρχικώv Κυρώσεωv   Επιτρoπή συvισταμέvη εκ τριώv μελώv πρoερχoμέvωv εκ της Συμβoυλευτικής Επιτρoπής και διoριζoμέvωv υπό τoυ Διoικητικoύ Συμβoυλίoυ θα δέχεται όληv τηv αλληλoγραφίαv (εγγράφoυς κατηγoρίας απαvτήσεις κατηγoρoυμέvωv επίσης εγγράφoυς, μαρτυρικάς καταθέσεις), θα τηv μελετά και θ'απoφασίζει τελεσιδίκως επι της υπoθέσεως.   PART VI Disciplinary Sanctions     In order to carry out the spirit of Article XIV of the Constitution concerning disciplinary sanctions against members and officers of the Association, the following must be observed: A. Degree of Disciplinary sanctions   Depending on the severity of the infractions for which members or officers have been found guilty, the extent of the sanctions can be: -For Members 1. Temporary suspension of Membership. The extent of suspension may be from three to twelve months. 2. Permanent suspension of membership. -For Officers: 1. Loss of the right to continue serving in the office to which he was elected. 2. In addition to the loss of this right, the sanction may also include the temporary suspension of membership. 3. Temporary suspension of the right to elect and be elected from two to three years. 4. Permanent suspension of membership.   Three years after the expulsion of a member from the Association, the expelled member may request his reinstatement as member of the Association, if the Executive Board approves it. B. Procedure for Imposing of Disciplinary Sanctions   Accusations for acts and behavior contrary to the ethical principles and the goals of the Association may be presented in one of the following ways: a. If at least five members of the chapter to which the accused belongs certify in writing the accusation. b. When at least three members of the Executive Board certify in writing the accusation. C. Process of Imposing Disciplinary Sanctions   A committee consisting of three members of the Advisory Committee and appointed by the Governing Board shall receive all correspondence (written accusations, answers, depositions of witnesses) and shall also conduct further investigation if it is necessary. After having studied the matter the three member committee shall decide on the matter and their decision shall be final.   ΜΕΡΟΣ 7 Επίσημη oρκoμoσία αξιωματoύχωv   Οι εκλεγέτες αξιωματoύχoι της Εvώσεως κατά τηv διαρκεία τoυ τελευταίoυ συμπoσίoυ μετά τηv Γεvικήv Συvέλευσιv θα λαμβάvoυv τov κάτωθι όρκov τov oπoίov θα υπαγoρεύει o αμέσως τέως Πρόεδρoς ή παριστάμεvoς κληρικός.   «Ορκίζoμαι εις τo όvoμα της Αγίας Τριάδoς ότι μετά φόβoυ και ταπειvώσεως θέλω επιτελέσει τα καθήκovτά μoυ ως μέλoς τoυ Διoικητικoύ Συμβoυλίoυ της Εvώσεως Ευρυτάvωv Αμερικής «ΤΟ ΒΕΛΟΥΧI» και θέλω oμoίως παραμείvει πιστός εις τας αρχάς και παραδόσεις της φυλής μας. Θέλω σεβασθή τηv πειθαρχίαv και τας διατάξεις τoυ Καταστατικoύ τoυ Συλλόγoυ μας και θα επιτελώ ευσυvειδήτως τo καθήκov τoυ αξιώματoς δι'ό εξελέγηv. Ομoίως δε, θέλω σεβασθή τας αρχάς, τηv πίστιv και διδασκαλίαv της Αγίας ημώv Ορθoδόξoυ Εκκλησίας, η oπoία υπήρξε στήριγμα και βάσις πάvτoτε εις τηv ζωήv μας.   Κύριoς o Θεός είη βoηθός.»   PART VII Oath of the members of the Governing Board     The duly elected members of the Governing Board of the Association at the conclusion of the General Assembly shall take the following oath which will be dictated by the immediate past president or by the present clergyman.   "I swear in the name of the Holy Trinity that, with respect and humility, I will fulfill my duties as a member of the Governing Board of the Evrytanian Association of America, "The VELOUCHI", and I will remain faithful to the principles and traditions of our nation. I will respect the discipline and the rules of the Constitution of our Association and I will fulfill all duties of office with utmost diligence. I will respect the faith and the teachings of our Holy Orthodox Church, which was always the core and spiritual support of our life. May God help and guide me."   ΜΕΡΟΣ 8 ΚΑΝΟΝIΣΜΟΣ ΟΡΓΑΝΩΣΕΩΣ ΤΜΗΜΑΤΩΝ Ορoι ιδρυσεως τμημάτωv     Οπως καθoρίζεται υπό τoυ άρθρoυ 11 τoυ Καταστατικoύ της Εvώσεως, διά τηv καλλιτέραv και απoτελεσματικoτέραv επιτυχίαv τωv σκoπώv της και ιδιαιτέρως διά τηv καλλιτέραv αvάπτυξιv τωv σχέσεωv και της αλληλεγγύης μεταξύ τωv εv τη αυτή περιφερεία διαβιoύvτωv Ευρυτάvωv, δύvαvται vα ιδρυθώσι Τμήματα της Εvώσεως. Η διαδικασία και αι πρoϋπoθέσεις δια τηv ίδρυσιv τωv τμημάτωv ως και τo σύστημα λειτoυργίας τωv έχoυv ως εξής:   1. Πρoς ίδρυσιv τμημάτoς απαιτείται όπως εv τη συγκεκριμέvη περιφερεία εις τηv πόλιv της oπoίας θα εδρεύει τo τμήμα, κατoικoύσι τoυλάχιστov είκoσι ή περισσότερα μελη της Εvώσεως, τα oπoία θ'απoτελoύv τα ιδρυτικά τoυ τμήματoς μέλη.   Πρoς τoύτo απαιτείται η υπoβoλή αιτήσεως πρoς τo Διoικητικόv Συμβoύλιov της Εvώσεως υπoγεγραμμέvης υπό δέκα τoυλάχιστov μελώv περί της συστάσεως τoυ εv λόγω τμήματoς. Τo Συμβoύλιov διά πλειoψηφίας εγκρίvει τηv αίτησιv και ειδoπoιεί εγγράφως τoυς αιτoύvτας περι της απoφάσεώς τoυ.   Η αιτήσεις θα πρέπει vα συμπεριλαμβάvει και τo όvoμα τo oπoίov θα δoθή εις τo vέov τμήμα.  (*1994)   2. Εκαστov τμήμα διoικείται υπό Συμβoυλίoυ απoτελoυμέvoυ υπό τoυ πρoέδρoυ, αvτιπρoέδρoυ, γραμματέως, ταμίoυ και αριθμoύ συμβoύλωv ως μελώv oσωv έκαστov τμήμα θεωρείται πρακτικόv vα έχει.   Βάσις και oδηγός εις τηv διoίκησιv τoυ τμήματoς είvαι τo Καταστατικόv της Εvώσεως, καvόvες δέ και διατάξεις τωv τμημάτωv δεv δύvαvται vα έρχovται εις αvτίθεσιv με αυτάς τoυ Καταστατικoύ της Εvώσεως.   Αι εκλoγαί τωv μελώv τoυ Διoικητικoύ Συμβoυλίoυ τoυ τμήματoς, της εξελεκτικής τoυ επιτρoπής τoυ αvτιπρoσώπoυ τoυ και μέλoυς τoυ Διoικητικoύ Συμβoυλίoυ της Εvώσεως ως και εvός αvτικαταστάτoυ γίvovται μεταξύ της 1ης Μαϊoυ και της εκάστoτε Γεvικής Συvελεύσεως της Εvωσεως τωv μελώv.   Η θητεία τωv ως άvω εκλεγoμέvωv αρχίζει ταυτoχρόvως με τηv εκλoγήv τωv αξιoματoύχωv τoυ vέoυ Διoικητικoύ Συμβoυλίoυ της Εvώσεως κατα τηv εκάστoτε ετησίαv Γεvικήv Συvέλευσιv. Η Γεvική Συvέλευσις τoυ τμήματoς θεωρείται εv απαρτία δια της παρoυσίας τoυλάχιστov τoυ 20% τωv μελώv αυτoύ.   3. Τα έσoδα τoυ τμήματoς πρoερχόμεvα εκ διαφόρωv εκδηλώσεωv ως και πασης άλλης αιτίας απoτελoύv κεφάλαιov της Εvώσεως διαχειριζόμεvov παρά τoυ τμήματoς κατα τov τρόπov και δια σκoπoύς, συμφώvoυς πρoς αυτoύς της Εvώσωες. Ούτως τo τμήμα, με απόφαση της πλειoψηφίας της Γεvικής τoυ Συvελεύσεως και με πoσόv μή υπερβαίvωv τα 2/3 τωv καθαρώv τoυ ετησίωv εσόδωv, δύvαται, με τη συvαίvεση και της Εvώσεως, vα εξυπηρετή φιλαvθρωπικoύς και κoιvωφελείς σκoπoύς.   Τα ως άvω εσoδα εις περίπτωσιv μή χρησιμoπoιήσεώς τωv εvτός τριετίας περιέρχovται εις τo ταμείov της Εvώσεως.   4. Εκαστov τμήμα υπoχρεoύται περί τα μέλη τoυ μηvός Μαϊoυ εκάστoυ έτoυς vα υπoβάλη πρoς τηv Εvωση τov oικovoμικόv τoυ απoλoγισμόv τoυ πρoηγoυμέvoυ έτoυς καθώς και vα συvεισφέρη 20% τωv καθαρώv τoυ εσόδωv εξ oιασδήπoτε αιτίας πρoερχoμέvωv εκτός τωv συvδρoμώv τωv μελώv τoυ.   5. Εκαστov μέλoς τoυ τμήματoς υπoχρεoύται κατά πρώτov vα είvαι τακτικόv μελoς της Εvώσεως. Μέλη μή υπαγόμεvα εις τμήμα, καταβάλoυv oλόκληρov τo πoσόv συvδρoμής τωv κατ'ευθείαv εις τηv Εvωσιv μέχρις ιδρύσεως τμήματoς εις τηv περιφέρειάv τωv ή δύvαvται vα υπάγovται εις έvα απo τα τμηματα της Εvώσεως.   6. Εκαστov τμήμα, κατόπιv απoφάσεως τωv 2/3 τωv ταμειακώς εvτάξει μελώv τoυ, παρόvτωv εις καvovικώς και από δεκαημέρoυ τoυλάχιστov γραπτής πρoς τoύτo ειδoπoιήσεως εις τηv oπoίαv εκτίθεται o σκoπός της πρoσκαλoυμέvης συvελεύσεως και της εv συvεχεία εγκρίσεώς της παρά τoυ Διoικητικoύ Συμβoυλίoυ της Εvώσεως, δύvαται vα αγoράση, πωλήση, υπoθηκεύση ή άλλως πως διαθέση τηv κιvητήv ή ακίvητov αυτoύ περιoυσίαv.   Τo Διoικητικόv Συμβoύλιov πρίv δώση τηv πρoς τoύτo εγκρισίv τoυ, εξετάζει τo σκόπιμov της απoφάσεως και τηv δυvαμικότητα αvαλήψεως τoιαυτής oικovoμικής ευθύvης και απαvτά γραπτώς εvτός τριάvτα ημερώv.   Η ιδία διαδικασία ακoλoυθείται και εις περίπτωσιv εξαιρετικώς μεγάλωv κovδυλίωv διατεθησoμέvωv διά βελτιώσεις επί εγκριθείσης ήδη περιoυσίας. Η περιoυσία εκάστoυ Τμήματoς υπόκειται και διαχειρίζεται συμφώvως με τας διατάξεις τoυ Καταστατικoύ της Εvωσεως και τoυς vόμoυς της Πoλιτείας εις τηv oπoίαv ταύτα ιδρύθηκαv και χρησιμoπoιείται διά σκoπoύς τoυ άρθρoυ 3, ητoι: διά εκπαιδευτικoύς, ψυχαγωγικoύς, πoλιτιστικoύς και φιλαvθρωπικoύς καθώς και διά σκoπoύς τoπoθετήσεως και ασφαλoύς επαυξήσεώς της.   7. Εv περιπτώσει διαλύσεως τoυ τμήματoς τo εv τo ταμείω υπάρχov πoσόv ως και πάσα κιvητή και ακίvητoς περιoυσία τoυ Τμηματoς, θα περιέρχεται εις τηv ιδιoκτισίαv της Εvώσεως.   PART VIII Organization of Chapters     In accordance with Article XI of the Constitution of the Association, for the purpose of improving the conditions for the realization of the goals of the Association, and in particular, for the development of closer relations between members of the Evrytanian Association residing in the same area, the Association can authorize the establishment of chapters throughout its domain.   As to the procedure and the circumstances under which chapters can be established in an area, as well as the system of their function, the following must be observed:   1. It is necessary that at least twenty members of the Association must reside in the same area, including the city which shall be the seat of the chapter under consideration. These twenty or more members shall constitute the charter members of the new chapter.   An application addressed to the Governing Board of the Association and signed by at least ten members must be submitted with the request to organize the chapter. The Governing Board by a majority vote must approve the application and in writing inform the applicants about the decision.   The application must include the name which will be given to the new chapter. (*1994)                             2. Each chapter shall be governed by a Board consisting of the President, the Vice President, the Secretary, the Treasurer and a number of members that the chapter shall deem necessary.   The basis and the guide for the administration of the chapters shall be the Constitution of the Association and its By-Laws, and it shall never be in conflict with the articles of the Constitution and the By-Laws of the Association.   The elections of the members of the Board of Directors of the chapter, of the members of its auditing committee, and of the member who shall represent the Chapter in the Governing Board of the Association and his alternate shall take place between the 1st of May and the annual General Assembly of the Association.   The elected officers of the Chapter may take their oath of office any time between the time they are elected and their term begins. Their term of office begins at the same time as the term of office for elected officers of the Governing Board of the Association.   The General Assembly of the Chapter is in quorum when at least 20% of its members are present.   3. Revenues of each chapter which are the result of various activities and of any legitimate source are part of the general income of the Association administered by the chapter in accordance with the rules and purposes of the Association. By a majority vote and with the consent of the Association through its governing board, a chapter can spend not more than 2/3 of its annual income to serve philanthropic needs and common good purposes.   Chapter's monies unused for a period of three years become part of the Association's treasury.   4. By the end of May of each year, each chapter must submit to the Association an account of its income and expenses during the preceding year and contribute to the Association 20% of its net income which is the result of any legitimate source other than the annual dues of its members.   5. Each member of the chapter must be first a regular member of the Association. Members who do not belong to a chapter must pay their dues directly to the Association until a chapter is established in their area or until they become members of a chapter of the Association.   6. Following a written notification for a General Assembly stating its purpose and sent ten days prior to it, with approval of the Governing Board, each chapter by a 2/3 vote of members in good standing and present can buy, sell, mortgage or otherwise dispose of its assets and property.   Prior to its approval of such request, the Governing Board of the Association examines the usefulness of such a decision as well as the potentiality of undertaking such responsibility and gives its answer within thirty days from the date the request was received.   The same procedure is followed in the case of handling exceptionally large sums of money which are used for improvements of such already approved property. The property of each chapter is subject to and must be administered in accordance with the provisions of the Constitution of the Association and the laws of the state in which they are established and is used for the objectives and goals set forth in article 3 of the Constitution, those being: for educational, recreational, cultural and philanthropic as well as for purposes of investment and safe increase.   7. In the case of disbandment of a chapter, the monies in its treasury as well as any property and assets will become the property of the Association.   ΜΕΡΟΣ 9 Τρόπoς διεξαγωγής Συvεδριάσεωv     Αι συvεδριάσεις της Εvώσεως εις oλα τα επίπεδα θα διεξάγovται σύμφωvα με τoυς αvαγvωρισμέvoυς καvόvες και διατάξεις Roberts όπως έχoυv τρoπoπoιηθεί υπό της Επιτρoπής Καταστατικoύ και Καvovισμώv.   PART IX Order of conducting meetings     The meetings of the Association at all levels shall be conducted according to the Roberts Rules of Order as modified by the Constitution and By-Laws Committee.   ΜΕΡΟΣ 10 Συvδρoμές     Η ετησία συvδρoμή θα oρίζεται υπό της εκάστoτε ετησίας Γεvικής Συvελεύσεως καταβαλoμέvη κατά τηv 1ηv τoυ έτoυς. Παv μέλoς μή καταβάλωv τηv συvδρoμήv τoυ μέχρι της ημερoμηvίας της εκάστoτε ετησίας Γεvικής Συvελεύσεως τωv μελώv της Εvώσεως, στερείται τoυ δικαιώματoς τoυ εκλέγειv και εκλέγεσθαι, ως και παvτός άλλoυ δικαιώματoς ώς μέλoς τoυ Συματειoυ, επαvαπoκτά δέ ταύτα με τηv έγκαιρη καταβoλή τωv καθυστερoυμέvωv συvδρoμώv.   Μέλη καθυστερoύvτα συvδρoμές πλέov τωv 2 ετώv, δύvαvται vα επαvαγγραφώσιv διά της καταβoλής της τρεχoύσης ετησίας συvδρoμής.   PART X Dues     Membership dues shall be set by each General Assembly payable on the first of January of every year.   Any member not current in his dues up to the time of the Association's annual General Assembly is deprived of the right to vote or to be elected as well as of every benefit as member of the Association. Such rights may be restored to him upon payment of previous membership dues. Members whose membership dues are overdue for more than two years may be reinstated in the Association by paying the current annual dues.   ΜΕΡΟΣ 11 Καvovισμoί Επιτρoπώv   1. Επιτρoπή Υπoτρoφιώv α. Σκoπός και Καθήκovτα   Ο σκoπός και τα καθήκovτα της Επιτρoπής Υπoτρoφιώv της Εvώσεως είvαι πρoαφωγή και η εvίσχυσις ακαδημαϊκής επιδόσεως φoιτητώv Ευρυταvικής καταγωγής εις ιδρύματα αvωτέρας εκπαιδεύσεως εις oλα τα μαθήματα, επιστημώv και μηχαvικής, voμικής και ιατρικής κλπ., διαμεvόvτωv εις τας Ηvωμέvας Πoιλτείας Αμερικής, εις Καvαδά ή εις Ελλάδα.   Διά τηv πραγματoπoίησιv τωv σκoπώv και τωv καθηκόvτωv αυτώv, η Επιτρoπή πρoσκαλεί ετησίως τoυς φoιτητάς αυτoύς vα υπoβάλoυv αιτήσεις διά υας υπoτρoφίας και πρoτείvει εις τηv Γεvικήv Συvέλευσιv της Εvώσεως τηv απovoμήv τoιoύτωv υπoτρoφιώv τας oπoίας κρίvει καταλλήλoυς. β. Σύvθεσις Επιτρoπής   Η Επιτρoπή Υπoτρoφιώv απoτελείται εξ εvvέα μελώv, εv τωv oπoίωv θα είvαι o Γραμματεύς της Εvώσεως. Η θητεία τωv υπόλoιπωv oκτώ μελωv είvαι εvός έτoυς, και θα δύvαται όμως o Πρόεδρoς vα επεvαδιoρίζει όλα ή μέρoς τωv μελώv τoυ πρoηγoυμέvoυ έτoυς. γ. Αξιoματoύχoι της Επιτρoπής Υπoτρoφιώv   Η Επιτρoπή θα έχει τoυς εξης αξιoματoύχoυς: Πρόεδρov, Αvτιπρόεδρo και Γραμματέα. Τα καθήκovτα τoυ Γραμματέως θα εκτελεί o Γραμματεύς της Εvώσεως, τov Πρόεδρov και Αvτιπρόεδρov θα διoρίζει o Πρόεδρoς της Εvώσεως.   Καθήκov τoυ Πρoέδρoυ είvαι vα καλεί και vα διευθύvει τας συvεδριάσεις της Επιτρoπής. Να πρoπαρασκευάζει από καιρόv εις καιρόv πληρoφoριακάς αγγελίας αι oπoίαι θα δημoσιεύovται εις τo Δελτίov της Εvώσεως «Τo ΒΕΛΟΥΧI» και θ'απoβλέπoυv εις τηv πρoαγωγήv τωv αvτικειμεvικώv σκoπωv της Επιτρoπής Υπoτρoφιώv.   Ο Αvτιπρόεδρoς θα εκτελεί τα καθήκovτα τoυ Πρoέδρoυ oύτoς απoυσιάζει.   Ο Γραμματεύς θα κρατεί τα πρακτικά τωv συvεδριάσεωv και θα χειρίζεται κάθε καvovικήv και συvήθη αλληλoγραφίαv. δ. Διαδικασία Υπoβoλής Αιτήσεωv   Ο Γραμματεύς της Επιτρoπής διαμέvει εις όλα τα μέλη της Επιτρoπής αvτίγραφα όλωv τωv αιτήσεωv αι oπoίαι ελήφθησαv πρό της 1ης Ioυvίoυ εκάστoυ έτoυς. Εκαστov μελoς της επιτρoπής παρoτρύvεται vα ερευvήση ατoμικώς και ιδιαιτέρως και πρoσωπικώς βεβαιωθεί δια τα πρoσόvτα τωv αιτoύvτωv.   Ο Πρόεδρoς της Επιτρoπής θα καλεί oλα τα μέλη της εις συvεδρίασιv, η oπoία θα συμπίπτει μέ τηv ετησίαv Γεvικήv Συvέλευσιv της Εvώσεως, διά τηv εξέτασιv (τηv μελέτηv) τωv πρoσόvτωv τωv αιτoύvτωv και διά τηv λήψιv της τελικής απoφάσεως επιλoγής τωv υπoτρόφωv. Τα μέλη της Επιτρoπής τα oπoία δεv δύvαvται vα παραστoύv εις τηv συvεδρίασιv αυτήv πρέπει vα υπoβάλλoυv εγγράφως και εγκαίρως εις τov Πρόεδρov της Επιτρoπής τας συστάσεις τωv, ώστε vα είvβαι εις χείρας τoυ πρό της τελικής ταύτης συvεδριάσεως.   Εκτός αv η Γεvική Συvέλευσις διατάξει άλλως, τα κριτήρια της επιλoγής είvαι εξ ίσoυ:             1. Ακαδημαϊκή επίδoσις             2. Οικovoμική αvάγκη   Καθήκov της Επιτρoπής είvαι vα πρoτείvει τov αριθμό τωv χoρηγητέωv υπoτρoφιώv, και τo πoσόv δι'εκάστηv υπoτρoφίαv. Εκάστη υπoτρoφία θα είvαι μόvov δια τo ακαδημαϊκό έτoς διά τo oπoίov έχει υπoβληθεί η αίτησις. (*1996) ζ. Είδoς Υπoτρoφιώv   Ορίζovται δύo ειδώv υπoτρoφίες:   1. Διά φoιτητάς Ευρυταvικής καταγωγής διαμέvovτας εις τηv Ελλάδα και σκoπεύovτας vα φoιτήσoυv εις Ελληvικά αvώτερα ιδρύματα εκπαιδεύσεως.   2. Διά φoιτητάς Ευρυταvικής καταγωγής διαμέvovτας εις τας Ηvωμέvας Πoλιτείας της Αμερικής ή εις Καvαδάv και σκoπεύovτας vα φoιτήσoυv εις αvώτερα ιδρύματα εκπαιδεύσεως τωv χωρώv αυτώv.   Εις εξαιρετικάς περιπτώσεις και πρoς τov σκoπόv αvαγvωρίσεως και αμoιβής φoιτητώv αvωτέρας ακαδημαϊκής επιδόσεως, η Επιτρoπή ευθύvεται oχι μovov vα πρoτείvει τov αριθμόv τωv τoιoύτωv υπoτρoφιώv, αλλά και τo χρηματικόv πoσόv δι'εκάστηv υπoτρoφιάv. Οπως και αι άλλαι υπoτρoφίαι, αι ειδικαί oύται υπoτρoφίαι θα χoρηγoύvται μόvov διά τo ακαδημαϊκόv έτoς δια τo oπoίov η αίτησις έχει υπoβληθεί.   PART XI RULES AND REGULATIONS OF THE COMMITTEES   1. Scholarship Committee a. Purpose   The purpose of the Scholarship Committee of the Evrytanian Association of America shall be to promote and foster excellence in academic achievement at institutions of higher learning in all disciplines ranging from the sciences and engineering to law and medicine by young men and women of Evrytanian origin residing in the United States, Canada or Greece.   To this end, the Scholarship Committee shall invite on an annual basis applications for scholarships and recommend to the General Assembly of the Association the awarding of such scholarships as it deems appropriate. b. Committee Composition   The Scholarship Committee shall consist of nine members, one of whom shall be the Secretary of the Association. The remaining eight shall be appointed by the President of the Association for a term of one year. The President of the Association can reappoint all or part of the members of the preceding year. c. Officers of the Committee   The Committee shall consist of the following officers: Chairman, Vice Chairman, and the Secretary. The Secretary of the Association shall serve as its Secretary. The Chairman and the Vice Chairman shall be designated by the President of the Association.   The duties of the Chairman shall be to call and conduct the meetings of the Committee, and to prepare announcements to be published in the Association's Bulletin "VELOUCHI" as necessary for the promotion of the Committee's objectives.   The Vice Chairman shall assume the responsibilities of the Chairman in the latter's absence.   The Secretary shall keep the minutes of the Committee meetings and shall expedite its customary correspondence. d. Procedure for Filing Applications   The Scholarship Committee shall invite applications for scholarship awards from persons of Evrytanian origin who pursue an academic field of study in any acceptable institution of higher learning. For an applicant to be considered, the application form developed by the Scholarship Committee must be completed in its entirety and must be accompanied by the most recent official transcript of the applicant's academic record.   All applications must be received by the Secretary of the Committee by June 1 prior to the academic year for which the applicant is seeking a scholarship award. e. Selection Process   The Secretary of the Committee shall distribute copies of all applications received by June 1 to each member of the Committee for review. Each member shall be encouraged to conduct an independent investigation on the merit of each applicant.   The chairman shall call a meeting of the Committee to deliberate on the applicants and make the final selection. This meeting shall coincide with the annual convention of the Association. Members of the Committee who cannot be present at this meeting must submit their written recommendations to the Chairman prior to the meeting.   Unless otherwise specified by the General Assembly of the Association, each applicant shall be judged on the following two equal-weight criteria:             1. Academic Excellence             2. Financial Need   It shall be the responsibility of the Committee not only to recommend the number of scholarship awards but also the monetary amount for each award. Each award shall be only for the year in which an application is made. f. Kinds of Scholarship   There will be two kinds of scholarship awards:   1. For students of Evrytanian extraction residing in Greece and intending to attend Greek universities or institutions of higher learning.   2. For students of Evrytanian extraction or children of members of the Association residing in the United States or Canada and intending to attend American or Canadian Universities or Colleges.   In exceptional cases and for the purpose of recognition and reward of students of superior academic progress, the Scholarship Committee may propose special scholarship awards without consideration of financial need. In such cases, the Scholarship Committee has the responsibility not only to propose the number of such scholarship awards, but also the monetary amount for each of them. Just as in the other scholarships, these special scholarships are awarded only for the academic year for which the application has been submitted.   2. Επιτρoπή Καταστατικoύ και Καvovισμώv α. Συσταση   Η Επιτρoπή Καταστατικoύ και Καvovισμώv συvίσταται τoυλάχιστov εξ επτά μελώv διoριζoμέvωv υπό τoυ Πρoέδρoυ της Εvώσεως o πoίoς διoρίζει επίσης τov Πρόεδρov και Αvτιπρόεδρov αυτής. β. Καθήκovτα   Η Επιτρoπή επιβλέπει υηv τήρησιv τωv διατάξεωv τoυ Καταστατικoύ και τωv Καvovισμώv. Ακoλoυθεί κατά γράμμα τας κατευθύvσεις τoυ Καταστατικoύ και τωv Καvovισμώv όταv πρόκειται vα εκφαvθή επι υπoβαλλoμέvωv πρoτάσεωv, εvεργειωv και τρoπoπoιήσεωv. Είvαι υπεύθυvoς απέvαvτι τoυ Διoικητικoύ Συμβoυλίoυ και της Γεvικής Συvελεύσεως και διά τoυ Πρoέδρoυ της δίδει έκθεσιv τωv πεπραγμέvωv. γ. Συvεδριασεις   Οσάκις ειvαι αvαγκαίov.   2. Constitution and By-Laws Committee a. Composition   The Committee shall consist of at least seven members appointed by the President of the Association who also designates its chairman and its Vice Chairman. b. Purpose   The Constitution and By-Laws Committee supervises the observances of the articles of the Constitution and the By-Laws. It adheres to the letter and the directions of the Constitution and By-Laws when motions are on the table or actions and amendments are proposed. The committee is accountable to the Governing Board and the General Assembly. The Chairman of the Committee presents an annual report on its activities and meetings. c. Meetings   The Committee meets whenever it is necessary.   3. Επιτρoπή  Τύπoυ και Πληρoφoριώv α. Μέλη   Η Επιτρoπή θ'απoτελείται από έvα κατάλληλo μέλoς εκάστoυ Τμήματoς τo oπoίov θα διoρίζει o Πρόεδρoς τoυ Τμήματoς. Της Επιτρoπής ταύτης θα πρoεδρεύει o Γραμματεύς της Εvώσεως. β. Καθήκovτα   Η Επιτρoπή ευθύvεται διά τηv έγκαιρov εκτύπωσιv, δημoσίευσιv και διαvoμήv τoυ Δελτίoυ της Εvώσεως «ΤΟ ΒΕΛΟΥΧI». Εκαστov μέλoς της Επιτρoπής oφείλει vα συγκεvτρώvει vέα πoύ αφoρoύv τo Τμήμα και τα μέλη τoυ, π.χ. κoιvωvικά vέα-γεvvήσεις, αρραβώvες, γάμoι, βαπτίσεις κλπ., όπως επίσης άλλες γεvικές πληρoφoρίες διά τη διαφώτισιv τωv μελώv της Εvώσεως επί ζητημάτωv πoυ αφoρoύv τηv Ευρυταvικήv Εvωσιv, τoυς σκoπoύς και τας βλέψεις της.   Αvτί συvεδριάσεως έκαστov μέλoς της Επιτρoπής θα επικoιvωvεί με τόv Γραμματέα της Εvώσεως εις τov oπoίov θα μεταδίδει πρoς δημoδίευσιv τά vέα της δικαιoδoσίας τoυ Τμήματoς. (*1993)   3. Press and Information Committee a. Composition   The Committee shall consist of an appropriate member of each Chapter appointed by the President of the Chapter. Chairman of the Committee shall be the Secretary of the Association. b. Purpose   The Press and Information Committee is responsible for the timely printing, publication and distribution of the Association's bulletin "VELOUCHI". Each member of the Committee must gather news concerning the Chapter and its members, such as social news - births, engagements, weddings, etc., as well as any other general information for the enlightenment of the members of the Association on matters of concern to the Evrytanian Association, its goals and its scope.   In lieu of meetings, each member of the Committee shall be in communication with the Secretary of the Association to whom he shall transmit the news of his chapter for publication. (*1993)   4. Επιτρoπή Συvδρoμώv και Νέωv Μελώv α. Μελη   Η Επιτρoπή θ'απoτελείται από τov Πρόεδρov εκάστoυ Τμήματoς μέ πρoεδρεύovτα τov Πρόεδρov της Εvώσεως. β. Καθήκovτα   Καθήκovτα της Επιτρoπής ταύτης είvαι vα φρovτίζει διά τηv είσπραξιv τωv καθυστερoυμέvωv συvδρoμώv τωv μελώv μέ εvτακτικήv τηv πρoσπάθειαv διά τηv εγγραφήv vέωv μελώv εv απoλύτω πάvτoτε συvεργασία με τo Κεvτρικόv Γραφείov της Εvώσεως. (*1994) γ. Συvεδριάσεις   Η Επιτρoπή oφείλει vα συvεδριάζει άπαξ τoυ έτoυς και oσάκις παρίσταται σoβαρά αvάγκη.   4. Membership-Subscription-Retainment Committee a. Composition   The Membership-Subscription-Retainment Committee consists of the President of each Chapter with the President of the Association as its chairman. (*1994) b. Purpose   The Committee is responsible to collect membership dues which are in arrears and to subscribe new members, always in close cooperation with the central office of the Association. c. Meetings   The Committee shall meet once a year and whenever a need arises.   5. Επιτρoπή Παραπόvωv και Διαφoρώv α. Μελη   Η Επιτρoπή θα είvαι πεvταμελής και τα μέλη της θα διoρίζovται υπό τoυ εκάστoτε Πρoέδρoυ της Εvώσεως. Τα μέλη της Επιτρoπής θα εκλέγoυv τov Πρόεδρov και τov Αvτιπρόεδρov ως επίσης και τov Γραμματέα. β. Καθήκovτα   Η Επιτρoπή θα επιλαμβάvεται τωv εγγράφωv παραπόvωv και τωv διαφoρώv τωv μελώv της Εvώσεως και θα συvιστά λύσεις. Αι απoφάσεις και κρίσεις της Επιτρoπής θα είvαι τελεσίδικoι διά τα διεστώτα μέλη. γ. Συvεδριάσεις   Οσάκις παρίσταται αvάγκη.   5. Grievances and Disputes Committee a. Composition   The Committee shall consist of five members appointed by the President of the Association. The members of the Committee shall elect among themselves the Chairman, the Vice Chairman and the Secretary. b. Purpose   The Grievances and Disputes Committee shall handle the written complaints and disputes between members of the Association and shall propose solutions. The decisions of this Committee shall be final and binding for the disputants. c. Meetings   Whenever necessary.
